A Meta delivery status indicating an ad set isn't getting the ~50 weekly optimization events needed to exit the learning phase, so the algorithm can't fully optimize.

Benchmark range

Triggered when weekly conversions stay below ~50 per ad set. Common with narrow audiences, low budgets or too many fragmented ad sets.

Why it matters

Learning Limited usually means worse, less stable performance and higher CPAs. It's a signal to restructure rather than wait it out.

Verified current as of July 2026 — Meta’s Learning Limited guidance is unchanged. With Meta favoring broad, AI-driven delivery (Advantage+), the standard fix is consolidation — fewer, broader ad sets that clear the 50-event threshold — plus stronger event signal through the Conversions API. Over-segmenting audiences is now more likely to cause Learning Limited than to help.
